When the Google indexer parses pages and find a link to a page it adds it the anchors file. The URLresolver generates a database of links from the anchors file and it is this database that is use to compute Pagerank. That is how a page that is set to noindex can geat a real PR value assigned to it and hence a exported toolbar PR value.
