Not in the way you want.

To show a meaningful URL the file name (display.php) should be at the end.

However this article should help.

so you want it to:

Not show:
www.domain.com/blogpost.php?article23

but show:
www.domain.co/blogpost/blog-article-title

You also want to know whether it is benificial for SEO.

As far as I know, user-friendly URLs are "meant to be" better SE wise - but the real benefit is that users can use them biggrin.gif
They can look at the page name and know what it is - and theyare likely to remember it.
I believe you can do it using mod-rewrite - but you should beable to have something for either taxonomy (you tell you system Name1 - NameA, or with url encode/decode scripts.

Are you using a CMS ? If so, which one ?

In my site it is custome built using PHP, and i want the url's to be like userfriendly so, that user can simple know that which blog they are at. Mainly, am using for blogs section. I tried suing the modrewrite in .htaccess but it is not working.

Well... the mod-rewrite is a little cumbersome if you have lots of pages to alter....
You would probably be better served with a script to do it... if it is a custom job, you may find it worth while to get whoever supplied it (others or yourself) to lookinro a url enconde/decode script.

Give this a try...
