How do I ago about adding a website to the Wikipedia? Are there any rules? Is a site to be submitted only in the format of information? Any suggestions would be greatly appreciated. Thanks.

Anyone can edit wikipedia to add a website (look for the word "edit" on the right side of the page, click that and do the editing).
Since anyone can do these edits the result is lots of people editing only for the purpose of adding links to sites of personal interest rather than links to highest quality content. Most important pages in wikipedia have several people who watch all editing to be sure that vandalism does not occur and to immediately delete links placed there for personal gain.
So, if the site that you plan to add to wikipedia does not have best-on-the-web level content then it is very likely that the links that you add will be deleted quickly. Also, if you think that adding links to wikipedia will improve your search engine rankings that will probably not happen because wikipedia links to external sites are "nofollow".

One way to add a link that will "stick" is to search Wiki for a niche subject that Wiki has no page for and create new content or to add content to an existing page that has little content and then add a link to an internal page with more information.
When you do that then your "contribution" doesn’t come across as self serving and the editors are happy!
I did that some 10 months ago and my link is still there.
BTW, www.wikihow.com is another good site to do the same in. And just like wikipedia.org/ the links in www.wikihow.com are nofollow.
