I am looking for a CMS which allows individual users to have their own gallery and their pictures can be rated. Also allowing them to have their own blog along with a forum. Its for a tatto website where users can post their best work then judges rate their works weekly for prizes. Any ideas?

What sort of resources are you planning on?
Have a budget?
Want a certain server setup?
Got a preference in regards to programming language?
Can you manually alter existing code to suit your needs?
Are you wanting something that will run out of the box how you desire?
Typical ones to be shouted will be Drupal and Wordpress, along with possible Modox?

Just as a quick thought, what about something like Joomla, and having a page with all the images listed/displayed and then in the side-bar, you could place a poll to take the "ratings"?
