While I am not applauding the business model (it is illegal) I do the business planning for the long term. Online criminals are harvesting the identity details of children, regardless of age, saving them in databases until the data returns now 18 or similar target age. Then applying for credit cards, etc.
Please when discussing online concerns, i.e. bullying, also bring up the hazards of sharing details that can allow others to take their credit.
Sadly the emphasis remains on the consumer not the issuer. Even after the agony and effort (up to 2-years) of getting out from under the imposed mess, the data remains in all sorts of crevasses (and the credit reporting agencies are major culprits) ready to bite them again in the future.
Be aware and make your children aware. Computer security and online behaviour awareness are a part of today's personal safety. And future financial well being.
Target: Children's Data
