Google always works from a location.
However, there several methods of altering the location used:
* in Google search under 'Search Tools' click on the current location and enter another: note: it may restrict to your own country.
* in Google search enter google.com and then click on result.
Note: above two presuming not already on google.com, rather on google.ca, google.co.uk, etc.
* use a proxy in a different region or country
* use StartPage - it uses google search through a proxy.

Everyone's results are personalised to some degree with every query...there really is no more generic query result, which is why many of us no longer pay attention to SERP ranking - even in Webmaster Tools (so I understand as I don't use) when they note most popular queries they show an 'average' position, which given Google and their data sharing is likely imperfect.
