Finding A List Of News Headlines

I need to grab a list of news headlines, and then programmatically republish the headlines on my site. The easiest method would be to find an RSS feed and republish the headlines.

The terms of use I find associated with the feeds are something like this:
"feeds in the RSS format are provided free of charge for use by individuals for personal, non-commercial uses."

Does this mean that I can not download the RSS feed, parse the feed, and then republish the content in HTML as opposed to RSS? If so, it's a little perplexing that they can request this given that I could manually read the feed, and then link their headlines by hand on my site... ?

What about if I screen scrape a site? It's surely within my rights to read a web site and reference articles? If anything, I would have thought any news site would welcome links to their site?

Usually what they mean is that you cannot reuse those headlines in such a way that you make direct profit from them.

Example: you may not take the RSS feed of the New York Times, turn around and sell me that feed.
