Hi and welcome to cre8asite!

You can find more about the Yahoo directory at https://ecom.yahoo.com/dir/submit/intro/ - and something about the costs at https://ecom.yahoo.com/dir/reference/cost

To get listed, you have to pay for an initial review ($299). This cost does not guarantee a listing, but rather covers the costs for the review alone. Subsequent years also cost $299, so I suppose you could say that it is a paid directory... In some cases the listing is done by the editors themselves (for free), but I assume this is very rare.

Yahoo Yellow Pages http://yp.yahoo.com/ come from your local telephone yellow pages listings.

In their help section, they say

To add a business listing, you must go through your local telephone service provider, who sends business listings to Yahoo! We can't add listings directly to the database. All listings must come to us through our data provider, InfoUSA.

If you'd like to be listed in the Yahoo! Yellow Pages, please use the following information to reach InfoUSA.

Under "How Can I add my business to your database?" in their FAQ InfoUSA says:

Because infoUSA data powers 85% of online directory searches and 90% of in-car navigation, having an accurate and complete business listing allows more people to find you.

This process is easy and takes only a minute.

The following form doesn't mention money. Maybe that comes later? I'm assuming they'll cross-reference to see if you match their phone records.

Try Googling for [online yellow pages] and checking the FAQ on various sites. Getting yourself listed is often free, though priority placement will be a paid service. Being in the yellow pages can help with local search, as in Yahoo Local or Google Maps.
